If you run a shop, a restaurant, a professional firm or a clinic in Andorra, you have probably heard that the Govern «pays for your website» or «pays for AI». That is only half true: it pays part of it, with caps, and only if you do things in the right order. In this guide we explain how Andorra Digital grants work under Decree 110/2026, how much you can realistically get, which mistakes cost you the grant and what to do now that the 2026 money has run out. We write it as an accredited provider in the PDE catalogue.
What are Andorra Digital grants (PDE)?
The Programa de Digitalització d'Empreses (PDE, Business Digitalisation Programme) is the Andorran Government's plan to help local businesses adopt digital tools. It is run by a single point of contact made up of the Govern, Andorra Digital, Andorra Business and the Chamber of Commerce. The current rules are set out in Decree 110/2026 of 25 March, published in BOPA issue 33 on 1 April 2026.
The programme has three parts: a free digital maturity self-assessment, subsidised personalised advice and the implementation of solutions. When people talk about «Andorra Digital grants» they almost always mean the last one: the catalogue of basic digitalisation solutions, ready-defined packages (website, AI, SEO, bookings…) implemented by an accredited provider and partly funded by the Govern. You do not need a prior digital transformation plan.
The rule that shapes everything: grants are awarded in strict order of application until the budget is used up. The best project does not win; the first complete application does.
Who can apply and how much can you get?
Any private company or sole trader registered in the Registre de Comerç (and the register of regulated professions, where relevant) with an active business when applying. Self-employed people included. You must be up to date with taxes and CASS social security from application until payment.
The maximum amount and the number of solutions you can request depend on your headcount:
| Size | Employees | Maximum grant | Solutions per application |
|---|---|---|---|
| Micro | 1 to 5 | €6,000 | 6 |
| Small | 6 to 25 | €5,500 | 5 |
| Medium | 26 to 100 | €4,000 | 4 |
| Large | Over 100 | €3,000 | 3 |
In 2026, 69% of the grants went to micro-businesses. If you have fewer than six employees, you are exactly who the programme is aimed at.
Which solutions are covered, and at what rate?
Each solution has two limits: a maximum percentage of the actual cost and a cap in euros. You get whichever figure is lower, and the total cannot exceed the maximum for your size. These are the cross-sector solutions, open to any business:
There are also sector packages at 30%: online shop for retail; management software, bookings, guest service and revenue management for hotels; management software, table bookings and digital menus for restaurants; and ERP/CRM, digital documents and process digitalisation for professional firms.
An example: a restaurant in Escaldes with four staff requests an AI agent to handle WhatsApp bookings (€4,000), a new website (€5,000), a digital menu (€2,000) and SEO (€2,000), all excluding IGI. It gets €2,000 for the AI (50%), €1,500 for the website (cap), €600 for the menu and €500 for SEO (cap): €4,600 of funding on a €13,000 investment.
| Solution | Max % of cost | Cap |
|---|---|---|
| Artificial intelligence | 50% | €3,000 |
| Cybersecurity | 50% | €1,000 |
| Cloud storage and services | 45% | €3,000 |
| Data analytics (BI) | 45% | €2,000 |
| Electronic payment management | 30% | €2,000 |
| Website development | 30% | €1,500 |
| Digital skills training | 30% | €1,500 |
| Search marketing (SEO and SEM) | 30% | €500 |
Taxes are not funded: the percentage is calculated on the cost excluding IGI. And the quote you submit is binding, so it needs to be right from the start.
Requirements and how to apply, step by step
The whole process is online. Before applying, you need to have this sorted:
- Digital certificate: without one you cannot even log in to the platform.
- Digital maturity self-assessment on the Andorra Digital website: free, about 30 minutes and compulsory to qualify.
- A detailed, binding quote from a supplier accredited in the catalogue, broken down by solution.
- A statement of compliance: up to date with taxes and CASS, no other grant for the same costs, proper accounts and adherence to the Govern's AI Code of Ethics.
- One application per calendar year, with no previous one still awaiting justification.
Next, the single point of contact checks the application (if anything is missing, you have 5 working days to fix it), the Govern decides and publishes the list of recipients in the BOPA. Work must start after you apply and finish no later than one calendar year after that publication. When it is done, you and the supplier sign the certificate of conformity, you pay the invoice and send the paperwork. The Govern pays the grant to you: you never invoice the Govern.
Common mistakes that cost you the grant
Plenty of businesses that were entitled to the grant lose it over details. The most common:
- Starting before you apply. Grants are not retroactive: anything done before the application does not count.
- Applying late. With first come, first served, a week lost on paperwork can leave you out.
- Not replying in time. If you do not acknowledge a notification within 10 calendar days, or do not answer the single point of contact within 30 days to get started, you are deemed to have withdrawn.
- Choosing an ineligible supplier. It must be accredited in the catalogue, and cannot be the firm that did your earlier advisory work or a company sharing owners with yours.
- Switching supplier halfway. Only possible by cancelling the grant and submitting a new application, which goes back to the queue.
- Owing taxes or CASS at any point before payment.
- Poor or late justification. No invoice, no certificate of conformity signed by both parties and no compulsory satisfaction survey means no payment.
The 2026 call is closed: what now?
The 2026 call opened on 8 April with €500,000 and Andorra Digital now shows it as closed, with all funded services used up: solutions, advice, support and financing. According to provisional figures published in August, the money was shared among 178 companies and 368 solutions. AI was the most requested (85 applications), followed by websites (70) and SEO/SEM (58).
This was no one-off. In 2025 the call opened on 12 March and by 12 May the Govern reported its €500,000 fully used. Demand grows every year (from 39 applications in the first round to 221 in 2025); the budget does not.
So what should you do? If the project is urgent (the winter season will not wait), do it now without funding rather than lose sales by waiting. If you can hold on, do not start anything you want funded, because work done before applying does not count. Meanwhile, the self-assessment is still available and free.
The next call has no official date. The last two opened in spring, but always check andorra-digital.com and the BOPA: each new decree can change rates, caps and solutions.
How to prepare for the next round of Andorra Digital grants
Whether you get funded or miss out is decided before the window opens. What to have ready:
- Get or renew your digital certificate.
- Do the self-assessment now, not on opening day.
- Decide which solutions give you the best return. If in doubt, look at AI: it has the highest rate (50%) and cap (€3,000), for example with an AI agent that handles bookings or enquiries.
- Have the binding quote ready, with the exact catalogue name of each solution and your NRT, ready to attach.
- Check you are up to date with taxes and CASS and have no other grant awaiting justification.
- Plan the implementation to finish within the year, and decide who signs and who submits the justification.

Frequently asked questions
When does the next call for Andorra Digital grants open?
There is no official date. In 2025 it opened in March and in 2026 in April; once announced, it will appear on andorra-digital.com and in the BOPA.
Can I build the website now and apply for the grant later?
No. Only work carried out after you submit the application counts. If you do it now, you pay the full price.
Does the supplier deduct the grant from the invoice?
No. You pay the full invoice, justify the implementation and the Govern pays the grant directly to you.
Can I apply for several solutions at once?
Yes, in a single application per year, up to the maximum number for your size, and with different accredited providers if you wish.
Is there another route if I miss out on the grant?
The PDE also has a loan guarantee scheme: bank loans 100% guaranteed by the Govern at 12-month Euribor + 0.95%, over up to 5 years, with the Govern paying the interest for the first two years. It requires a prior digital transformation plan and is also used up for 2026.
